Technical Field The present invention relates to the technical field of control systems of electrical equipment. 2. Related Art Electronic devices that are linked together to communicate are commonly provided with a control circuit. The control circuit is used to establish communications between the devices and to indicate to the devices that a change in status of another device has occurred. One such control circuit is the SCSI chain. SCSI refers to the Small Computer System Interface standard which is a cabling, signaling and protocol standard developed for transferring data between a host computer and its peripheral devices. The data transfer rates are from 20 to 30 Mbits/sec. The specification was published by National Committee for Information Technology Standards (NCITS) of the American National Standards Institute (ANSI) on May 19, 1982 and the current revision was issued on Sep. 18, 1999. SCSI can be used to transfer data at high rate from a single computer to multiple peripherals (such as a disk drive, a tape drive, a printer, etc.). The SCSI chain is a serial bus network interconnecting multiple SCSI elements to permit the transfer of information and commands between the hosts and the peripheral devices. The SCSI chain is intended to operate as a standalone information channel among SCSI devices. Individual SCSI links are formed when a SCSI device is connected to the network, and these SCSI links are themselves serial buses. The SCSI chain is formed by connecting a series of SCSI links to form a chain. A conventional SCSI link functions as follows. A controller of the SCSI link determines the mode of data transfer. The determination of the transfer mode is based on the state of the SCSI link as well as the state of the addressed SCSI devices. The controller of the SCSI link communicates this information to the peripheral devices. In addition, the SCSI link transmits the control signals received from the peripheral devices to the controller of the SCSI link and receives control signals from the controller of the SCSI link to the peripheral devices.
